From 2022 to last November, the city of Odessa, Texas, was under the government of far-right hard-liners, led by Mayor Javier Joven. During their time in government, the city council passed an ordinance declaring Odessa a "sanctuary city for the unborn," banned trans people from using bathrooms that didn't match their sex at birth, fired many officials without explanation, and began to reward allies with political appointments. What they didn't do much of is running the city — the day-to-day business of infrastructure, public safety and business development.
