Some of the GNU.org internet-facing services have been very unreliable for some time now. Apparently, they're victims of some insane amount of traffic. It's unclear to me if this is some kind of deliberate denial-of-service attack or just a case of the service not coping with the amount of "normal" traffic. Considering how rude many scraping bots are these days, it has become more and more difficult to distinguish DDoS from some supposedly legitimate scraping activity.
